Culture of systemic corruption

This article analyzes corruption as a systemic and cultural phenomenon in the Brazilian public scenario. It addresses the difficulty of establishing the conceptual limits of corruption as a result of cultural perceptions linked to its meaning. It assesses the effects of multi-criminality involving groups and public and private institutions, in which the figure of the corrupt individual is not as relevant as the corrupt system itself. It highlights the difficulty of separating the public and the private, in the Brazilian reality, and the cognitive dichotomy that distinguishes individual corruption from the systemic one. It concludes, demonstrating that individual and systemic corruption need to be fought with the same emphasis on the purpose of advancing social achievements and citizenship. The method used was the hypothetical-deductive one, and the research was based on books, scientific articles and legislation.
