A CORRUPÇÃO NA ADMINISTRAÇÃO PÚBLICA COMO ELEMENTO VIOLADOR DE DIREITOS FUNDAMENTAIS
Abstract
Impende salientar que o termo corrupção além de amplo apresenta-se também de maneira complexa para as ciências sociais, pois algumas discussões são produzidas num plano abstrato. Apesar de sua abstração, os efeitos e resultados da mesma afetam a todos de um determinado contexto social. No Brasil, construções como o “jeitinho brasileiro” acabam por legitimar e criar terreno fértil para práticas corruptivas, especialmente no âmbito da Administração Pública, que por vezes geram violações sistemáticas aos direitos fundamentais. Ações concretas anticorrupção e o desenvolvimento de políticas públicas devem ser fomentadas e realizadas para que sejam efetivados os direitos insculpidos na Carta de 1988.
